Two Men Arrested on Drug Charges in Frostburg

Two men are arrested on drug charges. On Friday, August 14, 2020, at 4:35 p.m., Frostburg City Police received a tip that a wanted person was travelling to a Frostburg business in a specific vehicle. Officers responded and observed Travis James Dixon, 33, of Lonaconing to be the passenger in the vehicle that pulled into the parking lot. Officers verified that Dixon did have an arrest warrant out for failure to appear.

Officers made contact with and arrested Dixon at the scene. Upon searching him, officers discovered one item of suspected illegal drug paraphernalia on his person and another in the car where had had been seated. Officers placed Dixon under arrest without incident.

Police spoke with another passenger of the vehicle, identified as John Edward Blowe, 44, of Frostburg. An officer conducted a consent search of Blowe and felt a softball-sized baggie on his person underneath his clothes. The officer suspected the baggie contained illegal drugs. The officer advised Blowe that he was not free to leave, and the officer attempted to place Blowe in hand restraints. Blowe suddenly pulled away and began to run from the officer. The officer was able to regain control of Blowe and place him in hand restraints.

Upon searching the baggie that had been on Blowe’s person, officers discovered sixty-nine (69) capsules of suspected heroin.

Dixon was transported by police to the Allegany County Detention Center pending a Circuit Court bond review for the warrant. Dixon was also charged with two counts of possession of controlled dangerous substance paraphernalia.

Blowe was charged with Possession with Intent to Distribute a Controlled Dangerous Substance, Possession of CDS-Not Marijuana, and Obstructing & Hindering a police officer. Police transported Blowe to a District Court Commissioner for an initial appearance, where he was ordered held without bond and committed to the Allegany County Detention Center.

The officer sustained minor injuries while restraining Blowe and was treated at the scene by the Allegany County Department of Emergency Services ambulance service.
