Two Arrested Following Traffic Stop Man Wanted In Connection With Shooting

A Hagerstown man and a Cumberland woman are arrested in Hagerstown following a traffic stop. According to Hagerstown Police on 02/24/17 at 11:00am officers and detectives from the Hagerstown City Police Department along with members of the Maryland State Police Apprehension Unit located and arrested 23 year old Donovan Cordell Strickland of Hagerstown, MD on a warrant. Strickland was wanted in connection with the February 17th shooting in the Unit Block of E. Antietam St. Hagerstown, MD. The victim, whose name is not being released, is still recovering as a result of his injuries.  Strickland, along with a passenger identified as 26 year old Xianna Letese Kesler of Cumberland, MD, was arrested during a traffic stop conducted in the 1400 block of Church St. K-9 Argo was utilized, which resulted in the finding of several controlled dangerous substances and a loaded handgun.  Donovan Strickland is charged with Attempted 1st and 2nd Degree Murder, Assault 1st and 2nd Degree, Reckless Endangerment, Handgun on Person and numerous other related handgun violations.  Xianna Kesler is charged with CDS: Possession with Intent to Distribute, CDS: Possession Not Marijuana, Handgun in Vehicle, Handgun on  Person and other related handgun violations.  Strickland and Kesler were transported to Washington County Detention Center. Both are currently being held without bond.
