A Cumberland man is behind bars on assault charges. According to Cumberland Police Saturday, September 14th, 2019 officers served an arrest warrant on 35 year old Timothy Hart Winkler of Cumberland following an investigation. Winkler allegedly had inappropriate sexual contact with a female victim Sept 12th on Howard Street. Winkler was charged with 4th degree sex offense, assault, and indecent exposure. He was taken to the Allegany County Detention Center to await a bond review before the District Court Commissioner.
